In April 1997 an FBI and a BATF agent interviewed a Mr. John Shults. The interview is recorded in an official FBI 302 interview report that has been obtained by a Freedom of Information Act request (FOIA). The image of the actual FBI 302 is presented at the end of this article.

John Shults revealed in his interview that he accompanied Chevy Kehoe to a meeting at Elohim City Oklahoma in 1994 with Timothy McVeigh and two other men having a German accent, one with the name “Andy”. Discussed at the meeting were white supremacy, militia movements, and “a delivery” that had to be made “very soon”. This delivery is likely the bomb components used to blow up the Murrah building.

“Andy” is likely to have been Andreas Strassmeir, a German national, in the US illegally and the military training officer at Elohim City. Strassmeir’s presence was well known to the US State Department, FBI (Louis Freeh personally) and CIA who inserted him illegally at Elohim City in 1989. Witness statements and phone records show that McVeigh called Strassmeir at Elohim City a few days before the OKC bombing.

Elohim City was a white supremacist compound heavily infiltrated by the FBI and informants from the Southern Poverty Law Center (SPLC). Elohim was established in 1983 as a major site for the Christian Identity (misnomer) movement.

Other FBI documents, court records and witness statements support Shults allegations about McVeigh being at Elohim City. In an April 1994 meeting with Strassmeir and White Aryan Resistance leader Dennis Mahon, McVeigh talked of plans to blow up the Murrah Federal Building in Oklahoma City. In September 1994, McVeigh attended a series of planning meetings in Elohim City that likely included Shults, Kehoe, Strassmeir and others, some of whom are described below.

Chevy Kehoe’s foreknowledge of the OKC bombing gained at the Elohim City meeting with McVeigh, Shults and Strassmeir is revealed by an account given in an article that appeared in a January 1996 edition of the Spokane Spokesman-Review:

The manager of a Spokane motel said that at about 7:15 PST (45 minutes before the OKC bombing), Chevie Kehoe, a former resident of Elohim City, asked to have the motel's lobby television turned to CNN. The manager further said that, "Days before that, he [Kehoe] had mentioned to me that there's going to be something happening on the 19th [April] and it's going to wake people up." The manager said Kehoe acted ecstatic when the bombing was announced on television. Kehoe purportedly exclaimed, "It is about time.”

Take note that the article said Chevy Kehoe was a member of the Christian Identity movement, the same movement Elohim City was established to support.

Chevy Kehoe resided in southern Utah with other militia and Christian Identity members well known to the SPLC including Johnny Bangerter. In April 1995 and January 1996 the FBI DC office sent priority emails to FBI offices in Salt Lake City and OKC concerning FBI informants and participants in the OKC bombing.

These priority FBI teletypes sent to the Salt Lake City Utah and OKC FBI field offices were connected to others involved in the OKC bombing, Johnny Bangerter (lived in Utah) and Gary D Hunt, not just the Kehoe brothers who also lived in Utah. The FBI agent in charge of the Salt Lake City office, Eugene Glenn, viewed these teletypes. Glenn is the FBI agent who publicly exposed FBI agent Larry Potts after the OKC bombing for Potts giving the shoot to kill orders of Vickie Weaver in the infamous Ruby Ridge incident. Larry Potts was in the OKC FBI office before during and after the OKC bombing.

FBI agent Weldon Kennedy, once in charge of the Phoenix Arizona FBI office, later replaced Potts in OKC and then in DC. Weldon Kennedy was involved in using FBI provocateurs and militia informants with McVeigh in Arizona. Kennedy originated and pioneered the use of armored cars as FBI observation platforms first in Arizona and then later during the actual OKC bombing explosion.

Johnny Bangerter, Chevy Kehoe and Gary Hunt were all notorious members of Christian Identity associated with the FBI’s Elohim City operation. They all knew and encouraged McVeigh. Bangerter was also a leader in the Rocky Mountain militia and was well known to the SPLC. An analysis of phone records by PBS Frontline shows that starting two days before the bombing, on 4/17/1995, Johnny Bangerter placed the first of a series of phone calls over the next two days from southern Utah to the Oklahoma City Radisson Inn, calls that continued even after the bombing. A local sheriff in Utah has told several investigators and attorneys that Johnny Bangerter spent time with McVeigh in Utah. Bangerter may well have been one of the attendees at the September 1994 meeting with Shults, Strassmeir and Kehoe at the Christian Identity compound in Elohim City.

In the summer and fall of 1995, KFORTV in OKC did a series of stories (and interviews with Bangerter) about Bangerter’s alleged involvement in the OKC bombing. The KFORTV reporter was Brad Edwards, who traveled to Utah for the interviews. Edwards communicated with OKC FBI agent Dan Vogel at the time.

Several other men have been identified who were likely in the trailer meeting with John Shults and Chevy Kehoe with McVeigh and Andy Strassmeir at Elohim City in September 1994. These men were all members of the Christian Identity movement and were also FBI paid and protected informants including Rev. Millar, the spiritual leader of Elohim City, as well as the two Peter Ward brothers, Gary D. Hunt, and Army private Shawn Kenny. Court testimony by the FBI at BATF informant Carol Howe’s trial revealed Millar’s role and McVeigh’s calls to Strassmeir at Elohim City.

The FBI later bailed Peter Ward out of jail for car theft in 1998 in Eugene Oregon. Peter Ward is the man seen by Chinese food deliveryman Jeff Davis in McVeigh’s motel room #24 at the Dreamland in Kansas shortly before the OKC bombing. FBI artist Jean Boylin published a sketch of Ward made with Jeff Davis in Boylin’s book.

FBI documents released in 2005 in Salt Lake City Federal court proceedings with attorney Jesse Trentadue, reveal that Shawn Kenny was a protected FBI informant who was not only a member of Christian Identity but was an active member of a Midwest Bank Robbery gang that funded the OKC bombing and that included Timothy McVeigh, Peter Langan and Richard Guthrie, Michael Brecia, a Mr Steddford and Kevin McCarthy. Kenny, Brecia, Langan, and McCarthy spent considerable time at Elohim City and also are likely to have been in the 1994 Elohim City trailer meeting with Shults, Strassmeir, Kehoe and McVeigh. At a Christian Identity meeting, Shawn Kenny introduced Langan to a Christian Identity minister. Kenny later turned Richard Guthrie into the FBI for the bank robberies and Guthrie then gave Langan’s name to the FBI.

The other Christian Identity member who encouraged McVeigh and had ties to the FBI and BATF as well as Elohim City was Gary D. Hunt. Hunt wrote and distributed an “Outpost of Freedom” newsletter reporting on US militia activities as Hunt traveled between Florida and Phoenix, Arizona via Montana.

Gary Hunt met McVeigh in Florida in 1993 and visited with McVeigh near Kingman, Arizona. Hunt likely met and knew the McVeigh associates and FBI informants who were members of the Arizona Patriot militia, Robert Jacks and Gary Alan Land as well as Jack Oliphant, the militia leader. Johnny Bangerter was also a member of the Rocky Mountain militia and is known to have worked with and met with McVeigh in Utah.

The use of these FBI informants in the militias was detailed in an FBI Teletype memo dated April 25, 1995 from FBI DC headquarters. Oklahoma Congressman Ernest Istook also described the use of an FBI militia informant to help McViegh in a taped and transcribed phone conversation with an OKC bombing victim, witness and survivor. A former Secret Service employee has authenticated the tape and a court accredited voice recognition expert has confirmed Istook as the speaker on the tape.

Reporter Brad Edwards at KFORTV also traveled to Arizona to do an interview with Oliphant about his contacts with McVeigh, no doubt based on information provided to Edwards once again by his OKC FBI friend, Dan Vogel.

Hunt was a member of Christian Identity and had visited Elohim city before and after the OKC bombing. The day of the OKC bombing, Hunt sent out a fax praising the OKC bombing and blaming the bombing on the deaths of children killed at Waco and in Iraq in the first Gulf War. The words and justifications used by Hunt closely parallel the later public statements and writings of McVeigh on the subject.

Hunt was also an operative for the FBI and BATF who negotiated with David Koresch during the Waco siege by the BATF and FBI. Gary Hunt has been placed by reliable witnesses in OKC inside the bombed Murrah Federal building at 8 am on the day of the OKC bombing. Several eyewitnesses place Gary Hunt a week before the bombing in OKC at a motel (Grand Continental) and at a Total gas station (near I-40, McVeigh is on surveillance tape there) visited by McVeigh. Hunt’s alibi for the OKC bombing (that he was in Florida at a gun show) has been refuted and proven wrong by those he tried to use for his alibi.
